The Department of Education published final regulations governing the PSLF program which became effective July 1, 2023. These regulations can be viewed here.
The new regulations allow borrowers in specific situations who are employed as contracted workers for a qualifying employer that provide services which, under applicable State law, cannot be filled or provided by a direct employee of the qualifying employer, to qualify for PSLF. An employee who works under this condition may receive a Form 1099, which would be acceptable instead of a W-2. CPCS is a qualifying employer for PSLF purposes.

The Department of Education strongly encourages borrowers to utilize its PSLF Help Tool to complete and generate a PSLF form, which borrowers electronically sign. Once submitted through the PSLF Tool portal, the Department of Education then sends electronically a request for CPCS to certify the application.
