MCLE’s Juvenile Delinquency & Child Welfare Law Conference brings you a cohesive online program that features a keynote address from Dr. Jerry Milner and David Kelly. Milner and Kelly discuss the need to shift from reactive and remedial responses to a proactive community-based, prevention-oriented, and family-driven approach. They focus on the role of parent, child, and youth voice in design and implementation of a transformed system, with emphasis on how the legal and judicial system can impact and actually lead the changes needed for vastly improved outcomes. Jerry Milner is a former associate commissioner of the Children’s Bureau who has been the director of the Family Integrity and Justice Works at Public Knowledge® since 2021. He is responsible for co-leading efforts to assist jurisdictions in transforming existing child welfare systems into approaches that strengthen and support families to care for their children in safe and healthy ways. David Kelly is a former special assistant to the associate commissioner for the Children’s Bureau where he led the bureau’s works with the legal and judicial community nationally. Since 2021, David has been the director of the Family Integrity & Justice Works at Public Knowledge.
