Caroline Howe joined the Appeals Unit in 2023. She is a graduate of Tufts University and the University of Michigan Law School. After law school, she clerked for the Honorable Chief Justice Kimberly S. Budd of the Massachusetts Supreme Judicial Court, and for the Honorable Paul J. Barbadoro of the United States District Court for the District of New Hampshire. Prior to joining CPCS, she worked as a trial attorney for the New Hampshire Public Defender.
