She has processed thousands of DNA samples and thousands of cases over the course of her career. She has provided expert witness testimony in more than one hundred cases in state\, federal and international courts. She instructs undergraduates at University of Maryland Global Campus and Southern New Hampshire University. She currently acts as a consultant for attorneys and the media in the area of forensic biology through her firm\, ForensicAid.   Roy holds degrees from Syracuse University\, Massachusetts School of Law and University of Florida in the areas of Biology\, Law and Forensic Science. She is a member of the American Academy of Forensic Sciences\, the Northeastern Association of Forensic Scientists and the Massachusetts Board of Bar Examiners. Often\, petitions for guardianship are filed and adjudicated without exploring alternatives. A winning strategy for the defense against guardianship or for restoration of rights is to develop and present evidence that alternatives meet the needs of the person. SUMMARY:How to File a Discrimination Complaint with the HHS Office of Civil Rights
DESCRIPTION:Important federal laws protect our clients from discrimination. The ADA and Section 504 prohibit discrimination based on disability\, while Title VI prohibits discrimination based on race\, color and national origin.  Yet DCF routinely fails to use interpreters when communicating with our LEP and deaf and hard of hearing clients\, does not translate important documents such as action plans and foster care review reports\, and lacks appropriate services for individuals with disabilities and those who are limited English proficient.  Informal advocacy and motion practice are important tools to challenge discrimination and protect our clients’ rights.  But there is another effective tool you can add to your litigation toolbox.  Attorney Timothy Stark\, Investigator with the Department of Health and Human Services’ Office of Civil Rights (OCR)\, will provide a review of federal anti-discrimination laws and walk you through the steps to file a complaint.  OCR enforces federal civil rights laws which prohibit discrimination in the delivery of health and human services based on race\, color\, national origin\, disability\, age\, sex\, and religion.  You will also hear from your CAFL colleagues about their experiences filing complaints with OCR. \n[Register Here]

As a part of that effort ACF is planning to announce an Information Memorandum (IM) outlining ACF’s unequivocal commitment to advancing racial equity and strongly encouraging grantees to assess and address how its programs and policies may perpetuate systemic barriers for children and families of color. \nIn accordance with EO 13985\, the focus of this initial IM is on advancing racial equity.
