Attorney Kelly is a 1990 graduate of Boston University School of Law.  He began his legal career when he was commissioned as a First Lieutenant in the United States Air Force Judge Advocate Corp.  He spent the next 20 years as an active duty JAG, retiring in 2011 at the rank of Lt. Colonel.  In the Air Force, he was stationed at installations throughout the United States and served as a prosecutor, criminal defense counsel, regional medical law consultant, deputy chief appellate defense counsel, deputy staff judge advocate, and chief regional defense counsel.  In 2002, he was deployed to the Middle East in support of Operation Southern Watch and Operation Enduring Freedom.

After retiring from the Air Force, Attorney Kelly, returned to his roots in Massachusetts and founded a private practice in Westborough, MA.  He quickly became a Worcester County Bar Advocate and a member of CPCS’s appellate panel.  He joined CPCS as a staff attorney in August, 2013.

Attorney Kelly is admitted in Massachusetts, Rhode Island, and Texas.  He is also a member of the bars of the Supreme Court of the United States, the United States Court of Appeals for the Armed Forces, the United States Air Force Court of Criminal Appeals, and the United States District Court for the District of Massachusetts.
