In order to receive case assignments in Sex Offender Registry Board (“SORB”) Proceedings and Appeals, attorneys must (1) submit an application for approval to the Director, Alternative Commitment and Registration Support Unit and (2) complete a training program.
Application Procedure for SORB Hearings Panel
Before an attorney can be accepted onto the SORB hearings panel he/she must already be certified for District Court case assignments. The applicant must submit a completed SORB hearings application form to the attention of the Assignment Coordinator in the Alternative Commitment and Registration Support Unit. Qualified applicants with trial and/or administrative law experience who are not District Court certified may apply for a waiver.
Application Procedure for SORB Appellate Panel
The applicant must submit a completed SORB appellate application form to the attention of the Assignment Coordinator in the Alternative Commitment and Registration Support Unit.
Training Requirement
Applicants who are accepted onto the panel must complete the CPCS Certification Training Trying Sex Offender Registry Board Cases offered annually by MCLE. Additional training may be required due to changes in the law. Mentors with civil litigation experience will be made available by CPCS for consultation. Assignment of Cases
Cases will be assigned by the CPCS central office. Notice of Assignment will be sent by email and post.
Attorneys must contact the Assignment Coordinator of the Alternative Commitment and Registration Support Unit, 617-482-6212, with changes of email or office addresses and with the number of case assignments the attorney is willing to accept per year.

By accepting assignments in Sex Offender Registry Proceedings, attorneys agree to abide by the General Principles of Representation set out in the Performance Guidelines Governing Representation of Indigents in Criminal Cases in addition to performance standards specific to SORB cases.
